From Reactive to Proactive: Why the Future of Workforce Development Requires a Paradigm Shift

For decades, healthcare employers have too often played a reactive role in addressing unfilled vacancies. The formula is pretty familiar: a job opens up and HR works with the hiring manager to conduct a search to find a qualified replacement. Only before too long, the same new hire is lured away by a competitor and the whole hiring process begins again.

For instance, the 2025 NSI National Health Care Retention & RN Staffing Report found in hospitals, the annual turnover rate for Certified Nursing Assistants is 36.1%, and 34.2% for Patient Care Technicians.  There is, however, an increasingly popular framework for disrupting that endless cycle.
