All apprenticeship programs consist of five components (and their business equivalents):

Direct Business Involvement
Job Descriptions & Responsibilities – Structured on-the-job training plans that identify all the skills and competencies that need to be acquired.
2.
Related Instruction
External Training – Instruction that complements on-the-job learning and delivers the technical, workforce and academic competencies.
3.
Structured On-The-Job Training
Mentoring & Performance Reviews – Training from an experienced mentor employed at the job site for one year using the Work Process document.
4.
Rewards for Skills Gained
Merit-Based Increase – Progressive wage increases throughout the apprenticeship with skill benchmarks attained by apprentices.
5.
National Certificate Credential
Position/Title Change – Graduates of registered apprenticeship programs receive a nationally-recognized credential.

Step 1
Review the DOL’s list of apprenticeable occupations, and select an occupation that suits your needs.

Step 2
Select a Related Technical Instruction (RTI) provider and define the classes/training that your apprentices will be required to complete.

Step 3
Request and review sample work process(es) for your selected occupation(s)

Step 4
Customize/finalize the work process.

Step 5
Define the apprenticeship’s minimum wage scale. Note:
- The wage scale must include at least one wage increase
- You can always pay apprentices more, but never less, than the minimum wage scale.

Step 6
Define your records-keeping policies and processes. You can take advantage of the online system, Work Hands, or can maintain records in-house. As an apprenticeship sponsor, you must maintain the following records for each apprentice:
- progress through the Work Process (on-the-job learning)
- progress through RTI (related technical instruction courses/training)
- proof that apprentices’ wages are at or above the minimum wage scale

Step 7
Work with DOL to develop program standards and obtain approval.

Step 8
Obtain access to and learn how to use RAPIDS (DOL online registration system).

Step 9
Hire apprentices (if applicable) and register them on RAPIDS.

Step 10
Generate apprentices’ Form 671 on RAPIDS and have apprentices sign them. Keep completed 671 forms on file.

Step 11
On an ongoing basis, maintain apprentice files showing apprentice progress through Work Process and RTI.
